  AUTHORITIES.  ZUBIMENDI IZAGA WAS DETAINED ON JAN. 28, 
  2005, IN CIBOURNE, FRANCE, ON THE BASIS OF A SPANISH 
  NATIONAL COURT INTERNATIONAL ARREST WARRANT. SHE WAS 
  ALSO WANTED BY OTHER SPANISH CIRCUIT COURTS FOR STREET 
  VIOLENCE RELATED TO TERRORISM. SPANISH INVESTIGATORS 
  BELIEVE SHE WAS PRESENTLY AN ACTIVE MEMBER OF ETA. 
  PREVIOUSLY, SHE WAS A HIGH RANKING MEMBER OF THE YOUTH 
  BASQUE RADICAL ORGANIZATION "HAIKA" / "SEGI" OUTLAWED 
  BY COURT ORDERS IN 2001 AND 2002 RESPECTIVELY.
