Understanding cables
Every cable message consists of three parts:

(SBU)  The Spanish MFA has informed us that the secretary 
general for the Spanish Agency for International Cooperation 
(AECI), Juan Pablo De la Iglesia will head the Spanish 
delegation at the April 11-12 Oslo Donor's Conference on 
Sudan.  De la Iglesia is the second ranking official at the 
AECI.  He will be accompanied by the deputy assistant 
secretary for sub-Saharan African Affairs, Antonio Sanchez 
 
SIPDIS 
Benedito.  The GOS plans to announce an increase in its 
humanitarian assistance pledge to Darfur; however, the exact 
amount has not yet been determined, according to MFA 
officials.  Since July 2004, Spain has pledged approximately 
USD 2.5 million for emergency humanitarian assistance in 
Darfur.
