Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.   POST WISHES TO SUBMIT AND/OR UPDATE THE FOLLOWING 
  NAME AND INFORMATION IN CLASS IN ACCORDANCE WITH VIPER 
  PROCEDURES: 
 
2.   SPANISH PRESS OF APRIL 1, 2005 REPORTED THE ARREST 
  OF JON SANCHEZ MENDAZA, AN ALLEGED LEADER OF "KAS - 
  EKIN", AN OUTLAWED ORGANIZATION OF ETA'S POLITICAL 
  ORGANIZATION. THE ARREST TOOK PLACE AT HINX, LES 
  LANDES, FRANCE, AFTER THE INDIVIDUAL HAD AN ACCIDENT 
  WHEN DRIVING A STOLEN CAR WITH FALSE LICENSE PLATES AND 
  ATTEMPTED TO FLEE. FRENCH POLICE FOUND SEVERAL SETS OF 
  FALSE I.D. CARDS IN HIS POSSESSION.  SANCHEZ MENDAZA 
  WAS PREVIOUSLY ARRESTED IN SPAIN ON SEPT. 13, 
  2000,ALONG WITH LEADERS IN THE ORGANIZATION WHO WERE 
  INCLUDED IN THE ON-GOING INDICTMENT AGAINST "KAS-EKIN". 
  THE SPANISH NATIONAL COURT ORDERED HIS PROVISIONAL 
  IMPRISONMENT, AND WAS LATER RELEASED ON A EURO 30,000 
  BAIL ON DEC. 21, 2001, PENDING TRIAL.  SANCHEZ MENDAZA 
  WAS AT LARGE SINCE AUG. 2004 THAT BROKE HIS LEGAL 
  CONDITIONAL STATUS.
