1.  On April 13, post received a diplomatic note from the 
Turkish Ministry of Foreign Affairs stating that the 
Government of Turkey no longer intends to bring the Financial 
Agreement into effect.  The language (para 2 below) parallels 
that suggested by reftel.  In reply, the Embassy sent on 
April 14 a diplomatic note containing the reply language in 
reftel (para 3 below). 
 
2.  Text of Turkish note 2005/ALGY/154581, dated April 13, 
2005:  "The Ministry of Foreign Affairs of the Government of 
the Republic of Turkey presents its compliments to the 
Embassy of the United States of America and with reference to 
the Financial Agreement between the Government of the United 
States of America and the Government of the Republic of 
Turkey done at Dubai on September 22, 2003 (the "Financial 
Agreement") has the honor to inform the following:  The 
Government of the Republic of Turkey no longer intends to 
bring the Financial Agreement into effect. The Financial 
Agreement will therefore be unperfected.  The Ministry of 
Foreign Affairs avails itself of this opportunity to renew to 
the Embassy of the United States of America the assurances of 
its highest consideration." 
 
3.  Text of Embassy note number 473, dated April 14, 2005: 
"The Embassy of the United States of America presents its 
compliments to the Ministry of Foreign Affairs of the 
Government of the Republic of Turkey and has the honor to 
refer to the Ministry's diplomatic note number 
2005/ALGY/154581 dated April 13, 2005, informing the 
Government of the United States of America that the 
Government of the Republic of Turkey does not intend to bring 
the Financial Agreement between the Government of the United 
States of America and the Government of the Republic of 
Turkey done at Dubai on September 22, 2003 (the "Financial 
Agreement") into effect.  The Embassy of the United States of 
America appreciates the consideration of the Government of 
the Republic of Turkey in making this information known to us 
and the Government of the United States of America will treat 
the Financial Agreement as unperfected.  The Embassy of the 
United States of America avails itself of this opportunity to 
renew to the Ministry of Foreign Affairs the assurances of 
its highest consideration." 
 
4,  Post will pouch the incoming MFA note and a copy of the 
embassy reply to L/T.
