Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. (SBU) Poloffs delivered reftel A and B talking points and 
draft Cuba resolution to MFA Ambassador for UN/OAS Affairs 
Michelle Cohen and Counselor Johanna Calderon on March 15. 
Cohen said that the Dominican Republic "has not yet arrived 
at a position on these issues."  According to Cohen, the 
Dominican Republic's current priority is to decide what 
position it will take on issues in reftel and others, and 
Cohen indicated that she would advise Embassy when a decision 
is reached.
