Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: FRANCE TO HOST WORKING-LEVEL COORDINATION MEETING 
MARCH 29: "SETTING UP THE AFGHAN PARLIAMENT" 
 
 
ΒΆ1.  On March 17 poloff spoke with MFA Afghanistan Desk 
Officer Cyril Gerardon about the scheduled March 29 
working-level coordination meeting, the topic of which will 
be "Setting up the Afghan Parliament."  Gerardon provided a 
schedule for the meeting saying that the goal of the 
conference is to facilitate an understanding of actions that 
must be taken and contributions that must be made in advance 
of Afghanistan's parliamentary elections.  Invited 
participants include members from UNAMA; UNDP; officials from 
Afghanistan's presidency, MOF, Civil Service Commission, and 
Ministry of Urban Development and Housing; and National 
delegations from Austria, Belgium, Canada, Egypt, Germany, 
India, Indonesia, Italy, Japan, Luxembourg, the Netherlands, 
Turkey, the United Kingdom and the U.S.  GOF has asked that 
delegations send a maximum of two representatives if
