Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

3. SPANISH PRESS OF MARCH 14, 2005 REPORTED THAT THE 
SPANISH AUTHORITIES WILL REQUEST AUTHORIZATION FROM 
BULGARIAN AUTHORITIES TO DEPOSE MILENOV IN CONNECTION 
WITH HIS ASSOCIATION WITH SERHANE BEN ABDELMAJID 
FAKHET, ALIAS: "SERHANE EL TUNECINO", INVOLVED IN THE 
MARCH 11TH TERRORIST ATTACKS AND WHO LATER DIED IN AN 
APARTMENT BLAST. MILENOV SHARED AN APARTMENT WITH 
FAKHET IN MADRID. HE WAS ARRESTED IN BULGARIA ON APRIL 
9, 2004, WHERE HE HAD TRAVELLED FROM SPAIN ON MARCH 1, 
2004.  AT THAT TIME, BULGARIAN POLICE SEIZED A MANUAL 
TO MANUFACTURE EXPLOSIVE DEVICES, WHICH ALSO LISTED THE 
TELEPHONE NUMBERS OF SEVERAL OTHER 11TH MARCH 
PERPETRATORS. MILENOV CONFIRMED THAT THE MANUAL WAS 
PROVIDED BY FAKHET. ACCORDING TO THE SPANISH POLICE 
INVESTIGATORS, MILENOV IS A RADICAL ISLAMIST WHO WAS 
PREVIOUSLY ARRESTED IN BULGARIA IN 2000 FOR CRIMINAL 
ACTIVITIES. HE ASSOCIATED WITH THE RADICAL ISLAMIST 
GROUP "THE MUSLIM BROTHERS" AND COOPERATED WITH THE 
ISLAMISTS IN THE TURKISH-ARAB HASKOVO REGION IN 
BULGARIA. MILENOV RESIDED IN SPAIN SINCE LATE 2000 AND 
USED TO FREQUENT RADICAL ISLAMIST CIRCLES.  HIS DEGREE 
OF COLLABORATION AND/OR INVOLVEMENT IN THE MADRID 
TERRORIST EVENTS HAS NOT YET BEEN DETERMINED. THE 
EXAMINING JUDGE WILL PROBABLY ISSUE AN INTERNATIONAL 
WARRANT OF ARREST FOR MILENOV, AFTER HIS DEPOSITION.
