Understanding cables

1. (U) In a March 1 meeting with the Brazilian Department 
of Civil Aviation (DAC), Rio EconOff notified the DAC of 
the Transportation Security Administration (TSA) addition 
of lighters to the list of prohibited items on flights to, 
from, or within the U.S.  The DAC officials stated that 
they had also received the news from Buenos Aires-based 
regional TSA representative Joseph Ochoa.  The DAC 
officials stated that they understood that although the ban 
exceeds current ICAO guidelines, that the USG could impose 
additional requirements.  EconOff Brasilia followed up with 
the Foreign Ministry and delivered reftel points on March 
9.
