Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

  NAMES AND INFORMATION IN CLASS IN ACCORDANCE WITH VIPER 
  PROCEDURES: 
 
2.   DAILY SPANISH PRESS OF FEB. 18, 2004 REPORTED THE 
  ARREST OF TWO ETA ACTIVISTS IN VALENCIA, SPAIN.  AT THE 
  TIME OF ARREST THEY WERE IN POSSESION OF TWO PISTOL 
  GUNS "BROWNING" AND "SIG SAUER" AND DIVERSE FALSE 
  SPANISH IDENTIFICATION CARDS INCLUDING POLICE AND 
  STUDENT I.D. CARDS.  POLICE ALSO SEARCHED THE HOTEL 
  ROOM THEY WERE STAYING AT AND SEIZED A MAGNETIC BOMB 
  PREPARED TO BE USED, AN UNINSTALLED BOMB WITH 350 GRAMS 
  OF DINAMYTE, 25 STICKS OF 100 GRAMS OF EXPLOSIVE, 
  ("TITADYNE" TYPE), EACH, TIMERS AND DETONATOR CORD. 
  POLICE ALSO SEIZED ABUNDANT DOCUMENTS CONTAINING 
  INFORMATION FOR POSSIBLE TERRORIST TARGETS.
