Understanding cables

  THE ETA MEMBER, JUAN MARIA INSAUSTI MUGIKA, ESCORTED BY 
  FRENCH POLICE, ARRIVED TO BARAJAS AIRPORT, MADRID ON 
  FEB. 9, 2005, AND WAS HANDED TO SPANISH AUTHORITIES, 
  PER A FRENCH COURT REMOVAL ORDER AND A SPANISH COURT 
  INTERNATIONAL WARRANT FOR HIS ARREST.  INSAUSTI HAS AN 
  EXTENSIVE CURRICULUM IN ETA'S TERRORIST ORGANIZATION. 
  IN 1991, HE WAS BELIEVED TO BE IN CHARGE OF THE 
  TRAINING OF NEW ACTIVISTS IN THE USE OF ARMS, 
  EXPLOSIVES AND OTHER TERRORIST TECHNIQUES.  HE ALSO WAS 
  AN ACTIVE MEMBER OF THE ETA COMMANDOS "GOHIERRI COSTA" 
  AND "DONOSTI", TERRORIST OPERATIVES RESPONSIBLE FOR 
  NUMEROUS ATTACKS.  INSAUSTI IS ALSO ACCUSED OF 
  PARTICIPATING IN THE STEALING OF EXPLOSIVES FROM A 
  FRENCH EXPLOSIVE FACTORY / DEPOT IN THE LOCATION OF 
  FLEURIGNE, FRANCE.  HE WAS DETAINED IN BURDEOUX, FRANCE 
  IN NOV. 1996 AND LATER SENTENCED TO SERVE 10 YEARS AND 
  BE REMOVED FROM FRANCE.
