1.   THE VISAS VIPER COMMITTEE MET ON JAN. 5, 2005, AS PART 
  OF MADRID INTERAGENCY COUNTERTERRORISM WORKING GROUP AND WAS 
  CHAIRED BY THE CHARGE, ROBERT MANZANARES.  THE CHARGE 
  EXPRESSED HIS APPRECIATION FOR THE CONTINUING STRONG 
  COOPERATION AND COMMITMENT TO THE PROGRAM BY ALL AGENCIES AT 
  POST. 
 
2.   DURING THE MONTH OF DECEMBER 2004, MADRID SUBMITTED 
  FIVE VISAS VIPER CABLES IDENTIFYING TWENTY-ONE SUSPECTED 
  MEMBERS OF ISLAMIST TERRORIST GROUPS LINKED TO AL-QAEDA. 
 
3.   CABLE REFERENCE NUMBERS: MADRID 04649, 04708, 04748, 
  04749 AND 04776. 
 
4.   IN ADDITION, POST HAS SUBMITTED ONE TIPPIX MEMORANDUM 
  CONTAINING SIX PHOTOGRAPHS OF SUSPECTS.
