for Disarmament and Sensitive Technologies (DDS) Santiago 
Mourao indicated that Brazil supported making the Instrument 
a legally-binding international agreement and the inclusion 
within it of ammunition.  Ammunition manufactured in Brazil, 
Mourao pointed out, already met this standard and could be 
traced by 8 character lot numbers.  Only a legally-binding 
document, Mourao said, would provide the "extra assurance in 
a volatile scenario."  The GOB supported the use of Interpol 
as a channel for information exchange since it provided 
"reliability, accountability, and assurance of 
confidentiality." Mourao added, however, that Brazil would be
