Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.   THE VISAS VIPER COMMITTEE MET ON SEP. 27, 2004, AS PART 
  OF THE MADRID INTERAGENCY COUNTERTERRORISM WORKING GROUP AND

  EXPRESSED HIS APPRECIATION FOR THE CONTINUING STRONG

  FIVE VISAS VIPER CABLES IDENTIFYING SEVENTEEN INDIVIDUALS, 
  TWO SUSPECTED MEMBERS OF ETA AND FIFTEEN SUSPECTED MEMBERS 
  OF ISLAMIST TERRORIST GROUPS LINKED TO AL-QAEDA. 
 
3.   CABLES REFERENCE NUMBER: MADRID 03489, 03490, 03491, 
  03639, 03728. 
 
4.   IN ADDITION, MADRID HAS SUBMITTED ONE TIPPIX MEMORANDUM 
  CONTAINING ONE PHOTOGRAPH OF A TERRORIST SUSPECT.
