Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

The Embassy received the following diplomatic note promising 
support for the U.S. candidacy for election to the 
International Civil Aviation Organization Council: 
 
Begin text of Diplomatic Note 392538, received September 21, 
2004: 
 
The Ministry of Foreign Affairs of the Republic of Turkey 
presents its compliments to the Embassy of the United States 
of American and, with reference to the Ministry's Note No. 
257236 dated 17 June 2004, has the honor to inform the 
Embassy that the U.S. candidature for re-election to the ICAO 
Council at the elections to be held 28 September-8 October 
2004 in Montreal will be supported by Turkey. 
 
The Ministry of Foreign Affairs of the Republic of Turkey 
avails itself of this opportunity to renew to the Embassy of 
the United States of America the assurances of its highest 
consideration.
