Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  We delivered ref a schedule and participant lists to 
Turkish MFA Policy Planning Department Head Akcapar on 
September 16.  We also informed Akcapar of the number of 
representatives invited per country to the meetings. 
 
2.  Akcapar confirmed that FM Gul will attend the September 
24 session.  Due to his schedule, Akcapar thinks Gul will 
arrive at 10:30 am and stay until the end of the session. 
MFA U/S for Economic Affairs Ambassador Alev Kilic will 
participate in U/S Larson's September 23 meeting, together 
with MFA Policy Planning DDG Reha Keskintepe and a notetaker. 
 Kilic will be Turkey's second representative with Gul on 
September 24. 
 
3.  Ref a instructs Embassy Sanaa to invite the Yemeni FM to 
speak on the Democracy Assistance Dialogue (DAD) during the 
democracy session.  Per ref b, the DAD co-sponsors have not 
yet decided among themselves how to apportion responsibility 
for addressing the meeting about DAD's status. 
 
4.  Please note the correct spelling of the last name of the 
second listed Turkish participant in the Business Dialogue 
meeting is Hisarciklioglu; the correct spellings of the last 
names of the Turkish participants in the Civil Society 
meeting are Paker and Narli. Akcapar asked for information on 
how the participants in the two meetings were chosen, 
although he said he saw no problem with them. 
 
5.  Akcapar also asked for a list of the U.S. participants in 
the Civil Society meeting.
