Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.   POST WISHES TO SUBMIT AND/OR UPDATE THE FOLLOWING 
  NAME AND INFORMATION TO CLASS IN ACCORDANCE WITH VIPER 
  PROCEDURES: 
 
2.   DAILY "EL PAIS" OF AUG. 21, 2004 REPORTED THAT THE 
  DUTCH MINISTRY OF JUSTICE AUTHORIZED THE HANDOVER OF 
  THE SUSPECTED TERRORIST, KHALID BOULOUDO, A 29 YEAR 
  OLD, MOROCCAN-BORN, BELGIAN CITIZEN, TO BELGIAN 
  AUTHORITIES IN COMPLIANCE WITH A FORMAL REQUEST. 
  BOULOUDO WAS ARRESTED IN A ROAD POLICE CONTROL IN THE 
  SOUTH OF THE NETHERLANDS IN JANUARY 2004.  THE 
  INDIVIDUAL IS WANTED IN BELGIUM FOR HIS MEMBERSHIP IN 
  THE "MOROCCAN ISLAMIC COMBATANT GROUP" (GICM) WHOSE 
  TERRORIST MEMBERS ARE ALLEGEDLY RESPONSIBLE FOR THE 
  CASABLANCA AND MADRID ATTACKS.  ACCORDING TO PRESS 
  REPORTS, A REQUEST FOR HIS EXTRADITION, PREVIOUSLY 
  SUBMITTED BY MOROCCAN AUTHORITIES, WAS DENIED ON JULY 
  9, 2004, AS DOCUMENTARY EVIDENCE SUBMITTED WAS 
  INCOMPLETE.  MOROCCAN COURT ISSUED AN INTERNATIONAL 
  WARRANT OF ARREST FOR BOULOUDO FOR HIS INVOLVEMENT IN 
  THE CASABLANCA TERRORIST ATTACKS.  HE IS ACCUSED OF 
  COLLECTING FUNDS FOR THE TERRORIST ATTACK AND OF 
  ATTEMPTING TO REORGANIZE THE TERRORIST GROUP IN 
  BELGIUM.
