Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. According to our contact at the Ministry of Economy, the 
GOS will be represented at the Doha Meeting by Technical 
Adviser Ines Menendez de Luarca Bellido of the Ministry of 
Economy's General Directorate for International Finance, and 
the Director of the Spanish Commercial Office in Dubai, UAE, 
Valentin Laiseca Fernandez de la Puente.  Rafael Matos, 
Spanish Ambassador to Qatar, is also expected to attend, and 
possibly his deputy, Alejandra del Rio.
