Understanding cables

Prior to our receipt of Ref B on March 2, the Turkish MFA 
issued a statement reported Ref A in which it "strongly 
condemned" the attacks in Baghdad and Karbala, and called on 
the Iraqi people not to fall into the trap of those who want 
to start ethnic or sectarian clashes in Iraq.
