Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. Post was contacted 11/21 by Turkish MFA Coordinator for 
Iraq Assistance Ahmet Okcun regarding reftel demarche.  Okcun 
said he had discussed the issue of police training with MFA 
U/S Ziyal.  Turkey, he said, would like to participate in the 
training of Iraqi police, but would like to do it at the 
Turkish police training facility in Diyarbakir.  Turkey, 
Okcun said, would not participate in the police training in 
Jordan, but was looking favorably at the possibility of 
sending some police trainers to Iraq as well. 
 
 
2. Okcun will travel with Ziyal to Washington the first week 
in December and will be available for further discussion of 
this issue.
