Understanding cables
Every cable message consists of three parts:

Embassy November 10 delivered reftel dipnote, talking points, 
and CV to the Turkish MFA.  Poloff November 12 discussed 
reftel points with Ali Savut, head of the MFA Human Rights 
Department.  Savut said the GOT is reviewing US candidate 
Ralph Boyd and other candidates for the UN Committee on the 
Elimination of all Forms of Racial Discrimination, but has 
not yet decided how it will vote.  He said the GOT will 
inform the USG when it determines how it will vote.
