Understanding cables

1.    Baghdad minimize considered. 
 
 
2.  MFA notified the Embassy on July 8 that Turkish 
Airlines (THY) had applied to the Coalition Provisional 
Authority to resume flights to Baghdad effective 
September 1, 2003.  If approved, THY would operate 
flights four times per week from Istanbul (details 
provided in ref email).
