Understanding cables
Every cable message consists of three parts:

  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Baghdad minimize considered.

2. This cable contains an action request in para 4.

3. As reported ref B, CENTAF has proposed a Letter of
Agreement (LOA) to govern air traffic control between Turkey
and Iraq. Embassy requested in reftels that the Department
provide instructions for transmitting a draft LOA to Turkish
authorities, and other steps as necessary to help conclude an
Iraq-Turkey civair agreement. We understand that the draft
LOA is currently undergoing a legal review by Department and
OCPA officials.

4. Post believes that conclusion of an Iraq-Turkey civair
agreement would be a success for our Iraq policy and help
move the process of normalization of ties between Turkey and
the new Iraq forward. We look forward to Department's
guidance on this issue as soon as possible.
