Understanding cables

DETENTION OF AMERICAN DIPLOMAT IN HARARE 
 
 
  1.   The February 20 editions of the independent daily "The 
      Daily News" and the independent weekly "The Financial 
      Gazette" carry articles reporting on A/S Boucher's 
      statement on the detention of a U.S. diplomat by the police 
      in Harare. The Daily News ran the article on page 32 under 
      headline "U.S. Embassy condemns harassment of diplomats." 
      The "Financial Gazette" carried the article on page 2 under 
      headline "U.S. summons Zim envoy over diplomat's 
      detention." 
 
  2.   Copies of both articles have been faxed to AF/S and 
      AF/PDPA.
