 1.  (U) In a series of meetings beginning January 
20, Charge discussed the humanitarian relief effort in Haiti with 
high level Government of Sudan leaders, including Presidential 
Advisor Dr. Ghazi Salah al Deen Attabani.  Pol-Econ Chief spoke 
with Tariq Abu Salih, Acting Director, Americas Division, Ministry 
of Foreign Affairs, and on January 24 delivered talking points and 
provided him with a copy of the white paper (Ref B).  Pol Econ 
Chief thanked Abu Salih for the government's efforts through the 
Dr. Magzoub El-Khalifa Charity Organization, a government entity, 
to explore ways to be of assistance.  The charity's chairperson, 
Dr. Abdel Bagi El-Jaylani, State Minister at the Ministry of 
Humanitarian Affairs, told Emboff that the charity would conduct a 
meeting with local and international non-governmental organizations 
on January 27 to discuss the situation and decide what to do. 
 
2.  (SBU) Comment:  Post does not anticipate that Sudan will 
provide significant material or other assistance to the relief 
effort.
