1. (U) Embassy Kabul received the following Diplomatic Note 
and Letter dated October 26 from the Minister of Foreign 
Affairs Dr. Rangeen Dadfar Spanta. The original letter was 
written in Dari and the following is a translation.

Her Excellency Hillary Clinton 
Secretary of State 
United States of America 
 
With great regrets, I received the news of the sorrowful 
death of the eleven US soldiers and three US civilians in a 
plane crash in southern Afghanistan. 
 
I hereby express my deepest condolences to you and the 
families of those soldiers who lost their lives while serving 
in Afghanistan for security and stability of our country. 
 
Please accept my deepest condolences and sympathies.
