Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. ΒΆ1.  (SBU) MFA Deputy Head of Union for the Mediterranean and 
BMENA Andreas Berg told Poloff October 21 that it is unlikely 
that a high-level government official will be able to attend 
the November 2-3 Forum for the Future since the new German 
government will likely only have just been sworn the week 
before.  It would be very difficult, therefore, for the new 
foreign minister to be able to attend.  In addition, new 
State Ministers in the MFA will likely not yet be in place in 
time to allow for preparations for official travel.  He did 
not rule out such participation, however.  Berg expects that 
the more likely scenario is for Germany's Ambassador to 
Morocco to attend.
