Understanding cables
Every cable message consists of three parts:

(SBU) Per ref instructions, post called the Iranian Embassy 
in Rome June 25 to inform the mission that the USG was 
rescinding the invitation to Iranian Ambassador Fereidoun 
Haghbin to attend the Embassy's Independence Day celebration. 
 The ambassador's secretary said they had already read about 
the decision in the press and were expecting the call.
