MOR's dilapidated, deteriorating fence would be considered

less critical crime rated Maseru.  Within the previous year 
there have been protests, murders, and other disturbances 
immediately outside of the MOR's gate.  Within the same 
neighborhood there was an attempted assassination of the Prime 
Minister at State House in late April.  Additionally, there have 
been a number of armed home invasions reported in Maseru 
recently, including one at the DCR within the last six weeks.
