Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  Post is instructed to deliver the following letter 
from the Secretary to Foreign Minister Stubb.  The 
letter responds to a non-paper given to the Secretary in 
Stubb's May 8 meeting with her. There will be no signed 
original. 
 
2. Begin text: 
 
 Dear Mr. Minister: 
 
I appreciated meeting with you on May 8, both to advance 
our comprehensive bilateral agenda and to compare notes 
on regional issues. 
 
Thank you for your insightful paper on European 
security.  Your ideas are timely as we prepare for the 
June 27-28 OSCE Ministerial in Corfu. 
 
I share your view that we must take a proactive approach 
to the debate on European security in coordination with 
our European partners and that we need to reenergize the 
idea of comprehensive security.  I also agree that it is 
important for Europe and the United States to speak with 
one voice. 
 
As part of this process, we will be reaching out to our 
Finnish counterparts in Helsinki, Brussels, and Vienna. 
I note, as well, that even as we consider the next 
generation of multilateral arms control and confidence 
building measures, we must continue to work to achieve 
full implementation by all nations of the regimes, in 
particular CFE, to which they have already committed 
themselves.  I look forward to working closely with you 
in this process.
