Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). ΒΆ1. EconOff delivered reftel points to Philippine Department of 
Foreign Affairs Director Maria Lourdes Salcedo on April 29.  Salcedo 
was receptive to the U.S. position of forging a stand-alone 
agreement to combat illegal, unreported, and unregulated fishing, 
and sent an urgent fax to the Philippine Agricultural Attache in 
Rome.  She commented that she would need to consult with the Bureau 
of Fisheries and Aquatic Resources, also.  Both Salcedo and EconOff 
called and emailed the Bureau Director several times, and neither 
have received a response, as yet.  Salcedo sent a second fax to 
Rome, but has not yet received feedback from the Attache.  Salcedo 
promised to inform EconOff if she hears from either the Attache or 
Bureau of Fisheries and Aquatic Resources Director.
