Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. As per reftel A request and at the direction of the Office of 
Enforcement Analysis (OEA) of the USDOC Bureau of Industry and 
Security (BIS), Export Control Officer Philip Ankel (ECO), 
accompanied by Commercial Assistant Carrie Chan, conducted a post 
shipment verification (PSV) at Avnet Technology Hong Kong, 2-5F, 
Tsuan Wan Industrial Centre, 220-248 Texaco Rd., Hong Kong (Avnet). 
The items in question are 17 Xilinx integrated circuits classified 
by the exporter under Export Control Classification Number (ECCN) 
3A001.  This ECCN is controlled for national security (NS) reasons. 
The exporter was Xilinx Inc., of San Jose, California. 
 
3.  A review of the Hong Kong Companies Registry reveals that Avnet 
was registered in 2000.  Its share capital is the Hong Kong dollar 
equivalent of one U.S. dollar.  Directors include a Singapore 
national, a U.S. national and a Hong Kong resident. 
 
4.  Internet research reveals that Avnet Hong Kong is the Hong Kong 
branch of U.S. based international electronics components 
distributor, Avnet, Inc.  (www.avnet.com). 
 
5.  The ECO visited Avnet at the address referenced above on April 
14, 2009 and met with Ms. Janet M.W. Choi, Shipping Coordinator. 
She provided ECO with documentation confirming receipt by Avnet in 
Hong Kong of the applicable items.  By subsequent e-mail, Kam Leung, 
Regional Logistics Officer and Export Compliance Officer provided 
additional documentation about the shipment.  In particular, Mr. 
Leung provided documentation confirming delivery of the items to 
Datang Mobile Communications Equipment Co. Ltd., a major 
telecommunications equipment manufacturer in mainland China 
(www.datangmobile.cn) for use in production of mobile phone base 
stations.  Mr. Leung also provided an overview of Avnet's 
corporate-wide export compliance program. 
 
6. At the time visited, Avnet appeared to be a suitable recipient of 
U.S. origin controlled commodities (as reseller).
