Understanding cables

ΒΆ1. (SBU) Embassy delivered reftel points to the MFA 
Multilateral Affairs Directorate on January 20 and followed 
up with Multilateral Affairs Director General Lourdes Puma on 
February 13.  Puma noted that the GOE supports the Treaty on 
the Non-Proliferation of Nuclear Weapons (NPT) as well as the 
Additional Protocol.  She "welcomed the U.S. decision 
officially to ratify the Protocol," noting that Ecuador 
already had ratified the Protocol.
