1.  (U) This is an action request for WHA/CAR. 
 
2.  (U) Post requests the Department's assistance in vetting, pursuant 
to the Leahy Amendment of the Foreign Assistance Act, the following 
candidates of the Haitian National Police (HNP) who have been 
nominated to participate in ongoing training within the next 12 months, 
beginning on September 15, 2008. 
 
3.  (U) This training is being conducted under the Haiti Stabilization 
Initiative (HSI), with equipment also being provided to the HNP 
assigned to Cite Soleil. 
 
4.  (S) No derogatory information was found on 35 of the candidates 
listed in para. 6 following our internal vetting and following the 
Consular Section's INK process as of June 17, 2008.  Derogatory 
information on two additional candidates is summarized in para. 5 
below, with Post's recommendations regarding inclusion in training. 
 
5.  (S/NF) Post found information on the following individuals in the 
internal vetting process: 
 
(1) Last Name: Aristide

 ID: 003-444-803-0

Rosemond Aristide is the current commander of the HNP unit based in 
Cite Soleil.  Post found two references to him.  The first, 
TD-314/11040-01, dated March 27, 2001, discusses his participation in a 
"mutiny" of an HNP unit in 2001. This report shows that the events were 
actually a protest by the officers against the commanders of the unit 
who were withholding part of the unit members' pay and making loans to 
police officers at exorbitant rates.  Accusations that the police 
officers had broken into the armory and stolen weapons were found to be 
false.  They had checked out weapons without ammunition that day and 
returned them to the armory at the end of their shift.  The report 
reflects a 2001 investigation that was not then complete.  At that 
point, no action was being taken against the protesting officers. 
Post does not believe that this information, given the reasons for the 
mutiny, should result in a negative Leahy finding. 
 
The second report mentioning Aristide is IIR 7 500 0760 07 06, dated 
September 2007.  According to this report, Aristide and several other 
former police officers were involved in a plot to attack the 
presidential motorcade.  The source, per the source description in the 
report, has provided information of value. Yet, some references in the 
report, such as to Aristide being former HNP, are inaccurate. 
The report does not address whether Aristide and the other officers 
named were willing participants.  Their actions in this scheme, as 
described in the report, were attempting to organize the involvement of 
chimeres in attacks.  No such attacks ever took place, but it is unclea 
if that is because of actions taken to thwart them. 
 
Post has not been able to substantiate this report, and notes that the 
description of Aristide's connection to the plot could be a case of 
mistaken identity, especially given description of him as a former HNP 
officer.  The information provided by informants consisted primarily of 
unsubstantiated allegations.  In light of Aristide's position, his
