1.  (SBU) Pol Chief delivered reftel points to Ingibjorg 
Davidsdottir, Counsellor for Human Rights at the Icelandic Ministry 
for Foreign Affairs on 12 June.  Davidsdottir, who had just returned 
the previous night from Human Rights Council meetings in Geneva, 
said that she was personally "deeply disappointed" at the U.S. 
decision.  However, she added that she understood USG frustration 
with the Council.  Davidsdottir said she would convey the points to 
the Foreign Minister and would pass on any official response. 
 
2.  (SBU) Additionally, Davidsdottir asked for any information as 
soon as it is available regarding the details of USG plans for 
strengthened engagement in other human rights institutions, as well 
as U.S. thoughts on what specific changes to the Council might make 
it possible for the U.S. to reevaluate the decision not to 
participate.
