Understanding cables
Every cable message consists of three parts:

the Polish Government.

(Complimentary opening) in order to facilitate the provision 
of technical assistance related to the transfer of 
Russian-origin spent nuclear fuel from the MARIA and EWA 
research reactors in Otwock-Swierk to the Russian Federation, 
the Prime Minister of the Republic of Poland has appointed on 
14th of October 2007 the interministerial body to coordinate 
the fuel return program (Interministerial Body to coordinate 
tasks related to the implementation by the Republic of Poland 
of the International Russian Research Reactor Fuel Return 
(RRRFR) Program).  The Body is in the process of examining 
the text of the agreement between our two Governments, 
proposed by the United States on 1st of June 2007. 
 
We would like to note that for the purpose of the agreement 
the Radioactive Waste Management Facility in Otwock-Swierk 
(ZUOP - Zaklad Unieszkodliwania Odpadow Promieniotworczych) 
has been designated as an implementing agent. 
 
The Ministry of Foreign Affairs of the Republic of Poland 
will keep the Embassy of the united States of America 
informed about the progress of the interministerial body.
