Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

 (SBU) Panama PermRep Ricardo Alberto Arias will read a 
Presidential Statement in which Panama will make clear its 
intentions to recognize Kosovo" stated Panamanian First Vice 
President and Foreign Minister Samuel Lewis Navarro to Charge 
Luis Arreaga in the evening hours of February 16, 2008.  In 
short, Lewis Navarro surmised that Panama will recognized 
Kosovo shortly after the Europeans do so. 
 
(SBU) In response to septel, Lewis Navarro recognized the 
UNSC will be unable to take any constructive measures and 
further recognized that continued debate will not accomplish 
much.  Nonetheless, Lewis Navarro understood the scheduled 
February 17 USNC session is inevitable.  Luis Navarro 
appeared to be following the situation closely, an indicated 
that he understood our request to limit debate as much as 
possible, but he did not make specific commitments.
