Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

INVITATIONS TO ATTEND THE WASHINGTON INTERNATIONAL RENEWABLE ENERGY 
CONFERENCE (WIREC), MARCH 4-6, 2008

1.  As reported Ref (B), seven attendees from Afghanistan will 
attend WIREC.  The Afghan delegation will be headed by the 
Ambassador of the Islamic Republic of Afghanistan in Washington 
D.C., the Honorable Said Tayab Jawad.  Ambassador Jawad will be 
accompanied by six officials resident in Kabul, who are listed 
below. 
 
2.  Afghan officials' participation is thanks to USAID/Kabul, which 
is funding participants 2-5 through its Capacity Building Program, 
and thanks to the U.S. Energy Association, which is funding 
participants 6-7.  ECON/Kabul will ensure that all participants have 
received their visas, are registered, and are prepared to attend.
