Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. As per reftel A request and at the direction of the Office of 
Enforcement Analysis (OEA) of the USDOC Bureau of Industry and 
Security (BIS), Export Control Officer Philip Ankel (ECO) conducted 
a post shipment verification (PSV) at the Hong Kong Baptist 
University's School of Chinese Medicine, 7 Baptist University Road, 
Kowloon Tong, Hong Kong (Baptist University). The item in question 
is a thermotracer model TH9100pmvi thermal imaging camera with 
serial number 7051954. The item is classified under Export Control 
Classification Number (ECCN) 6A003 and is controlled for national 
security (NS) and nuclear nonproliferation (NP) reasons.  The 
exporter was Mikron Infrared of Oakland, New Jersey. 
 
3.  Background research reveals that Hong Kong Baptist University 
was founded in 1956 by the Baptist Convention o Hong Kong (more 
information at www.hkbu.edu.hk/ng).  It is a well known and well 
regarded univesity in Hong Kong.  Its school of Chinese medicine 
has over 1,800 students and 160 staff and has been in existence for 
approximately 10 years. 
 
4.  On December 19, 2007, ECO and Commercial Assistant, Carrie Chan 
visited the University and met with Ms. Nickie Chan, an instructor 
at the University.  Ms. Chan has been teaching at the School of 
Chinese Medicine for nine years.  The school has an active research 
program on issues related to traditional Chinese medicine. 
 
5.  As to the specific item in question, Ms. Chan provided the ECO 
with access to the camera.  ECO confirmed that the items serial 
number (7051954) matches the serial number of the exported camera. 
Ms. Chan stated that the camera is being used for research related 
to skin temperature changes associated with acupuncture.  It is used 
in research on both animals and humans.  The camera is kept in a 
locked drawer in a locked storeroom and use by researchers is 
tracked in a log of users.  The overall laboratory area is also 
secured against public access.
