Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. In response to referenced cable, post delivered the non-paper to 
Dr. Teresita Solano at the Ministry of Health on November 23 and 
raised it again with the Minister's assistant on November 30. 
 
2. Neither Dr. Solano nor the Minister's staff are aware of any 
invitation to the New Delhi conference, but will raise it with the 
Minister.
