Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  Post delivered Reftel 159330 points to GoS avian influenza 
contacts in the Ministry of Health and Consumption and the 
Ministry of Agriculture. Fisheries and Food.  The GoS is 
planning to send a delegation to the International 
Partnership on Avian and Pandemic Influenza (IPAPI), but our 
contacts did not provide a list of attendees.  With respect 
to the question of foreign assistance, Spain has donated 1.05 
million dollars to the U.N. Food and Agricultural 
Organization's three-year Global Program for the Progressive 
Control of Avian Influenza since its inception.  Along with 
all other EU Member States, Spain has a national pandemic 
plan consistent with EU and World Health Organization 
guidance, according to the European Centre for Disease 
Prevention and Control.
