Understanding cables

1. On October 25, we delivered reftel demarche to Montserrat 
Vargas Solorzano, Director of the Candidacies and the United 
Nations Specialized Organizations Sections of the MFA. 
 
2.  On October 30, we followed up with Christian 
Guillermet-Fernandez, Director General of the Foreign Policy 
Office of the MFA, who told us that that Costa Rica would 
vote, as in past years, against the resolution.
