Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). ΒΆ1. (SBU) PolOff delivered reftel demarche to Noel Kaganda, 
Office of UN Affairs in the Multilateral and Legal Department 
of the Ministry of Foreign Affairs and International 
Cooperation.  Kaganda expressed familiarity with the U.S. 
position on the Cuba embargo resolution and referenced 
President Bush's October 24 address on the USG Cuba policy. 
PolOff stressed the importance of speaking out against the 
deplorable human rights conditions in Cuba and urged the GOT 
to make a strong Explanation of Vote that expresses support 
for a democratic transition in Cuba.  Kaganda said he would 
forward our concerns and request, but did not confirm how the 
GOT would vote on the resolution.
