Understanding cables

1. (SBU) In response to our request for their support for Felice 
Gaer's candidacy for the committee against torture, Senegal has 
proposed a quid pro quo.  In return for their support, the Ministry 
of Foreign Affairs of Senegal would like the United States to 
support Senegalese candidate, Abdoulaye Gaye. 
 
2. (SBU) Post requests Department guidance for appropriate
