In support of the U.S. Agency for International Development 
(AID), Post is requesting human rights vetting, in accordance 
with the Leahy Amendment, of the personnel listed below that 
will be participating in the MCC Threshold Country Program. 
Post has no credible information of human rights violations 
by any of these persons.  Post is requesting expeditious 
review in light of the short window of approval by December 
1, 2006.  Post apologizes for the short notice as it took the 
GOP longer than expected in submitting these names.  All 
training will be conducted in Paraguay.

internal vetting process.  Police records indicate an order 
by a Paraguayan court forbidding him to leave the country. 
He also faces charges of theft and making death threats. 
Post has gone back to Customs, who proposed him for training, 
and reminded them that such persons are hardly the best
