Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

ΒΆ1. (U) In fiscal years 2005 and 2006, USAID Nicaragua granted 
more than $800,000 to 14 programs that supported the 
objectives of the Secretary's Global Internet Freedom Task 
Force (GIFT).  The following provides a brief description of 
the recipient, project, information technology (IT) 
component, and amount of funding received. 
 
--Recipient: Supreme Electoral Council (CSE) Project Description: Strengthening capacity to conduct free and fair elections. IT Component: Provision of computers, web-page design, and technical assistance to enable election officials to inform public of registration procedures, voting and polling information, and election results. FY 06 Funding: $50,000
 
--Recipient: Nicaraguan Youth for Democracy (JUDENIC) Project Description: Youth-targeted voter education and Get Out the Vote (GOTV) project. IT Component: Provision of computers, web-page design, and technical consulting. FY 06 Funding: $275,000
 
--Recipient: Office of the President/Communication's Unit (GON) Project Description: Support the implementation of the GON's Voluntary Access to Information Strategy (EVA) in eight key government entities. IT Component: Provision of technical assistance and training for web-page management and on integrated management systems. FY 06 Funding: $15,000
