Understanding cables
Every cable message consists of three parts:

 1. (U) In response to reftel, Post submits the following 
program information, supplied by USAID Ecuador: 
 
A.  Project name: Rural Telecenters 
 
Recipient: World Council of Credit Unions and Credit Unions 
in Ecuador 
 
Project description: Through providing technical assistance 
and financial support to local credit unions, project will 
support connectivity between the credit unions and their 
service branches.  The telecenters will be managed by 
individual credit unions to enahnce the reliability of data 
transfer, reduce transaction costs, stimulate investment and 
trade opportunities, and create business opportunities for 
the local communities in which they operate. 
 
IT Component: Training and technical service will be made 
available at the telecenters for credit union members and the 
wider local communities.  The telecenters will extend 
connectivity to rural areas to provide internet service to 
small businesses, local government and schools. 
 
FY 05 Funding: US$300,000 
 
B.  Project name:  Caiman 
 
Recipients:  Following Indigenous Federations:  Awa, Cofan, 
Huaorani, Chachi 
 
Project Description:  Capacity building and territorial 
integrity for indigenous groups. 
 
IT Component:  Provision of computers to indigenous 
federations for planning, implementation, and monitoring of 
projects, both technically and financially 
 
FY 05 Funding:  US$30,913
