SUBJECT: GNU Forms Population Census Council per CPA 
 
 
1.  On January 7, Government of National Unity (GNU) 
President Omar al-Bashir established the Population 
Census Council through Presidential Decree number 2/2006. 
As outlined in the Comprehensive Peace Agreement (CPA), 
Section 1.8.1 of the power-sharing agreement, this 
council will formulate the population census plans, 
identify measures and standards for the Central Bureau of 
Statistics (CBS), oversee and monitor the preparatory 
works for census, and control the enumeration process. 
It is responsible for producing periodic reports on its 
performance to the Presidency.  The presidential decree 
establishing the council does not vary from the CPA 
requirements. 
 
2.  Most members of the council were named due to their 
positions, as called for in the CPA; four experts 
subsequently gained appointments.  Representatives from 
the National Assembly and the Council of States have yet 
to be named.  The council membership is as follows, with 
political party affiliation noted:
