1. (SBU) SUMMARY: ON MARCH 27, 2006 SUBJECT NANANG ZULKIFLI 
AKA ANWAR APPLIED FOR A US A-3 VISA.  SUBJECT PROVIDED AN 
EMPLOYMENT CONTRACT, A REFERENCE LETTER FROM THE EMBASSY OF 
BRUNEI DARUSSALAM, A NEWLY ISSUED INDONESIAN PASSPORT 
(ISSUED FEB 20, 2006), AND IDENTIFICATION ID (KTP). 
FINGERPRINT IDENT SYSTEM ALERTED CONSULAR OFFICER OF FRAUD. 
CONSULAR OFFICER NOTIFIED THE REGIONAL SECURITY OFFICER. 
RSO INTERVIEWED THE SUBJECT WITH THE ASSISTANCE OF SURABAYA 
METRO POLICE DETECTIVES (POLWILTABES CID).  SUBJECT 
ADMITTED TO FRAUD.  SUBJECT'S ID CARD, PASSPORT, AND 
EMBASSY OF BRUNEI DARUSSALAM DOCUMENTS ARE ALL COUNTERFEIT. 
POLWILTABES ARRESTED SUBJECT ON INDONESIAN FRAUD STATUE. 
RSO IS WORKING WITH POLWILTABES ON SEVERAL ADDITIONAL A-3 
VISA APPLICATIONS WITH REMARKABLE SIMILARITIES. 
INVESTIGATION IS CONTINUING.  ADDITIONAL INFORMATION WILL 
BE REPORTED SEPTEL.  END SUMMARY. 
 
 
2. (SBU) DETAILS: A SERIES OF RECENT APPLICATIONS FOR A-3 
VISAS AT AMCONSUL SURABAYA HAS REVEALED A TREND IN VISA 
FRAUD AND POSSIBLE ALIEN SMUGGLING INVOLVING A-3 VISA 
APPLICANTS.  EACH OF THE APPLICANTS PRESENTED LETTERS OF 
INTRODUCTION FROM THE EMBASSY OF BRUNEI, JORDAN, AND 
BURKINA FASO, CONTRACTS OF EMPLOYMENT IN ENGLISH AND 
INDONESIAN SHOWING A WEEKLY SALARY OF APPROXIMATELY $350, 
MEDICAL/AIRFARE/CLOTHING OF $1,500.00, AND FREE ROOM/BOARD 
PROVIDED AT THE RESIDENCES.  ONE APPLICANT WAS INTERVIEWED 
AND ADMITTED TO FRAUD.  APPLICANT PROVIDED THE REGIONAL 
SECURITY OFFICER WITH DETAILS.  APPLICANT WAS SUBSEQUENTLY 
ARRESTED BY SURABAYA METRO POLICE (POLWILTABES) DETECTIVES 
ON FRAUD CHARGES.  POLWILTABES IS CURRENTLY INVESTIGATING 
ALL APPLICANTS AND FOLLOWING LEADS, PROVIDED BY RSO, ON 
ADDITIONAL INDONESIANS INVOLVED IN THIS COUNTERFEIT 
OPERATION.  ADDITIONAL DETAILS WILL BE SUBMITTED SEPTEL. 
END SUMMARY. 
 
3. (SBU) THE APPLICANTS WERE TO BE HIRED AS DOMESTIC 
EMPLOYEES AND SOUGHT A-3 VISAs.  THE THREE APPLICANTS 
PRESENTED EMPLOYMENT CONTRACTS IN ENGLISH AND INDONESIAN 
WITH ALMOST IDENTICAL WORDING, FONTS, PRINTING, SIGNATURES, 
AND FORMAT.  THE SIMILARITIES IN THE EMPLOYMENT CONTRACTS, 
PRESENTED BY ALL THE APPLICANTS, INDICATE POSSIBLE TIES TO 
THE SAME COUNTERFEIT OPERATOR AIMED AT BRINGING DOMESTIC 
EMPLOYEES INTO THE UNITED STATES FOR PURPOSES OTHER THAN 
THOSE AUTHORIZED UNDER A-3 VISA REGULATIONS.

Surabaya and US Embassy Jakarta from Nov 2004- December 
2004 under the name of ANWAR.  SUBJECT initially provided a 
job reference letter from UD Laju Jaya Motor, listing him 
as the store manager.  SUBJECT replied on March 27, 2006 
under the alias Nanang ZULKIFLI utilizing a counterfeit ID 
card (KTP) and a newly acquired Indonesian passport number 
B057276 (Which he fraudulently obtained thru an illegal 
broker for RP 1,000,000).  SUBJECT provided a job reference 
letter and employment contract from:

of Introduction and the Employment Contract are identical 
in wording, syntax, spacing, misspellings and  signatures 
as found in the Embassy of Brunei Darussalam documents in 
Subject # 1).

spacing, misspellings as found in the Embassy of Brunei 
Darussalam Employment Contract and the Embassy Jordan 
Employment Contract from  Subject # 1 and 2).

passed to Consular offices Surabaya and Jakarta.  Copies
