Understanding cables

1. (U) This is an action request.  Please see paragraph 3. 
 
2. (SBU) On December 22, Poloff delivered reftel demarche on 
donor pledging for the Afghanistan Compact in London to 
Aitzhan Aidashev, First Secretary in the Asia Department of 
the Kazakhstani Ministry of Foreign Affairs.   Aidashev 
commented that Kazakhstan is a new country and can not 
contribute money at this time, but is willing to participate 
in reconstruction projects and send its own specialists.  He 
said that Kazakhstan has many specialists that know the 
region and would be in a good position to contribute to 
projects organized by donor countries. 
 
3. (SBU) Aidashev asked Poloff who would be leading the U.S. 
delegation to the Afghanistan Compact in London so the 
Kazakhstanis could send a representative at the appropriate 
level.  Request department inform post who will lead the U.S. 
delegation.
