Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. (U) On Nov. 3, Poloff forwarded reftel letter from Thomas 
Adams to Gabriela Dlouha, the Czech MFA Transition Promotion 
Unit Coordinator. Dlouha responded promptly, thanking the 
U.S. for its commitment to the Belarus radio project. She 
also said the GOCR will provide an initial grant of $80,000, 
and expects to continue providing long-term support for the 
project through Czech NGO partners or other partners. 
 
2.  (U) Poloff also offered to arrange a meeting between 
Adams and Dlouha when Adams travels to Prague on Nov 15. 
Dlouha confirmed she is very interested in meeting with 
Adams, but is not certain whether she will be in Prague on 
Nov 15. She promised to contact Poloff as soon as her 
schedule on that date is known.
